What you’ll do

 

As Head of Network Development, you will shape and drive the evolution of Vodafone Romania’s fixed and mobile access networks, ensuring our customers enjoy outstanding connectivity and performance. You will:

  • Lead the short‑ and medium‑term planning and development of our access networks at market level, aligning with Vodafone Group guidelines and best practices.
  • Translate demand forecasts (traffic, coverage needs, customer growth) into an integrated rollout and evolution plan across RAN, Transport and Fixed Access.
  • Design and govern network plans aligned with Group architecture standards and local market requirements.
  • Decide rollout sequencing and delivery trade‑offs — balancing customer impact, coverage, capacity, quality, cost, regulatory constraints and operational readiness.
  • Ensure optimal network dimensioning, smart CAPEX allocation, and efficient use of resources throughout the year.
  • Drive high network performance, monitoring KPIs and customer perception, and implementing improvement actions at market level.
  • Lead Mobile Network Quality committees with Business Units, ensuring tight collaboration and issue resolution.
  • Maintain strong relationships with TowerCos, CBU/EBU, and Public Authorities to ensure high‑quality delivery, network sharing performance, and identification of funding opportunities.
  • Coordinate end‑to‑end engineering governance, ensuring design quality, architecture compliance and standard adherence.
  • Collaborate with Finance and Strategy to build feasibility assessments and business cases for major initiatives (e.g., GPON rollout, modernization, decommissioning).
  • Lead complex network transformation programs at market level (e.g., Telekom Network Integration), ensuring scope, timelines and benefits are delivered.
  • Oversee RFQ/RFP processes for network investments, ensuring competitive and transparent supplier selection.
  • Ensure full compliance with HSE standards, regulations, licensing and permit requirements, maintaining a safe environment for employees and partners.

Who you are

You are a seasoned technology leader with a strategic mindset, strong engineering background and a passion for building future‑ready networks. You bring:

  • Deep understanding of the telecommunications market and network technologies.
  • 10+ years of experience in Technology, including at least 10 years in senior leadership roles within large multinational or matrix organizations.
  • Strong experience in managing Public Authorities and preparing corporate bids.
  • Proven ability to lead dispersed teams, including direct management of senior leaders and large operational teams.
  • Excellent communication, influencing and stakeholder‑management skills.
  • The ability to switch seamlessly between strategic thinking, analytical insight, and execution.
  • Experience driving major transformation programs and large‑scale investment initiatives.
  • Strong business acumen, with the ability to build solid business cases and drive CAPEX/OPEX optimization.
  • Fluent English and a university degree in Engineering (preferably Telecommunications).
  • A commitment to safety, compliance and operational excellence.
