Role Purpose
The Fintech Regulatory Affairs Specialist will play a key role in managing all regulatory matters related to fintech activities. The role involves engaging with key regulatory authorities, ensuring compliance with evolving legal frameworks, and enabling the business to operate effectively in the fintech space.
Key Accountabilities & Decision Ownership
Handle all fintech-related topics under the Financial Regulatory Authority (FRA), including:
- Consumer Financing (license, approvals, and reporting)
- Insurance
- Microfinance
Lead interactions with the Central Bank of Egypt (CBE) regarding:
- Prepaid Card (License, approvals on promos and changes, reporting)
- Digital Lending (EKYC, customer experience, drafting regulations)
- Legal interpretations, frameworks, and regulatory calculations
Work on all non-telecom related topics, especially the content
- Business calculations in VF tariffs
- Licensing and approvals alignment
- Following up on newly launched non-telecom for competition
- Stay updated on relevant laws, decrees, and market practices
- Draft and review internal policies to align with regulatory expectations
- Coordinate with internal teams (Legal, Commercial, Compliance) to ensure consistent communication and action on regulatory topics
- Support licensing or registration efforts with the FRA and CBE
- Provide insights and recommendations on regulatory risks and opportunities in the fintech landscape
- In-depth knowledge of NTRA and CBE regulations, as well as other relevant regulatory bodies.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills in English and Arabic.
- Ability to manage multiple stakeholders and balance competing priorities.
- Detail-oriented with a proactive approach to risk identification and mitigation.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Internal Stakeholder Engagement:
- Create robust regulatory advisories to the different stakeholders in a way that ensures Vodafone’s integrity towards various national regulations.
- Develop case studies and white papers, in collaboration with Vodafone Group, regarding different regulatory models and evaluate its effectiveness and its fit for implementation
Core Competencies, Knowledge, and Experience
- Bachelor’s degree Business Administration, Finance, or related field
- Minimum 2–4 years of experience in regulatory affairs, legal, or public policy within the financial sector
- Strong knowledge of CBE and FRA regulations, especially around fintech, digital lending, and consumer finance
- Excellent communication and stakeholder management skills
- Strong analytical and legal interpretation abilities
- Fluent in English and Arabic (spoken and written)
- Putting customers as a priority delivering superb service to all internal and external customers.(Level 1)
- Performing through other people through permanent engagement and continuous development. (level 1)
- Delivering results innovating creative ideas to achieve strategic targets, dedication and persistence, exercising VF values and behaviour. (Level 1)
- Minimum of 5 years of telecom industry experience
- Excellent communication and negotiations skills.
- Knowledge of commercial agreements, risk management, and reporting practices.
- Managing a changing environment more than ever changing governments and management, maintaining same momentum and achieving better targets (Level 1)
