What you’ll do

 

With us, you can shape the regulatory environment that enables Vodafone Ireland to grow, innovate and deliver for customers.

 

As Head of Regulation, you will lead Vodafone Ireland's regulatory agenda end to end, ensuring the business understands, meets and influences the regulatory conditions that impact our licence to operate, growth ambitions and customer outcomes. You will own our regulatory strategy and external positioning, helping Vodafone remain proactive, credible and coordinated in an evolving market.

 

You will have end-to-end accountability for the interpretation, management, governance and delivery oversight of regulatory obligations and conditions affecting Vodafone Ireland. Working closely with senior leaders across the business, you will translate regulatory developments into clear business implications, decision points and implementation requirements, ensuring regulatory considerations are embedded early in strategic planning, product development and operational decision-making.

 

A key part of the role will be building and maintaining trusted relationships with regulatory authorities, industry bodies, government stakeholders and external partners. You will represent Vodafone Ireland in consultations, industry discussions, audits, investigations, determinations and other regulatory engagements, while providing strategic advice to the External Affairs Director and senior leadership team on regulatory risks, opportunities and market developments.

 

You will lead regulatory governance across the organisation, including horizon scanning, obligation tracking, internal reporting, escalation management and delivery assurance. You will also identify opportunities to simplify, automate and improve regulatory processes, controls and reporting to create greater consistency and reduce manual effort.

As a people leader, you will create clarity around priorities, ownership and outcomes while developing a high-performing team. You will coach and support colleagues to strengthen technical expertise, commercial awareness and influencing capability, foster an environment where risks can be raised early and constructively challenged, and drive a culture built on accountability, responsiveness, simplification and disciplined execution.

 

Success in this role will be measured through delivery against regulatory obligations and conditions, the quality and timeliness of regulatory submissions and responses, effective identification and mitigation of regulatory risks, influence on policy and regulatory outcomes aligned to Vodafone Ireland's priorities, continuous improvement of regulatory processes, and the engagement, development and succession readiness of the team.

Who we are looking for

 

  • Significant senior experience in telecommunications regulation, public policy, legal and regulatory affairs, or a closely related environment.

 

  • Strong understanding of the Irish and EU electronic communications regulatory landscape and how it applies to telecommunications operators.

 

  • Proven experience leading regulatory strategy and managing complex stakeholder relationships across internal and external environments.

 

  • Demonstrated ability to prepare and deliver high-quality regulatory submissions, consultations, representations and policy responses.

 

  • Experience leading, developing and coaching specialist teams within a matrixed corporate environment.

 

  • Strong commercial judgement, with the ability to connect regulatory issues to customer, operational and financial outcomes.

 

  • Ability to influence and build credibility with senior leaders, regulators, industry bodies and external stakeholders.

 

  • A collaborative approach and a track record of working effectively across networks, technology, legal, privacy, finance, consumer, enterprise, corporate affairs and other business functions.

 

  • Bachelor's degree in Law, Economics, Public Policy, Business, Engineering or a related discipline. A postgraduate qualification would be advantageous.

 

  • Customer-focused in your approach, considering both customer outcomes and wider business impact when providing advice and recommendations.

 

  • Comfortable taking ownership, making decisions and driving accountability through to delivery.

 

  • Able to challenge constructively, bring outside-in thinking and translate complexity into clear actions and outcomes.

 

  • Committed to developing talent, setting clear expectations and creating an environment where people can grow and succeed.
