Role Purpose:
The regulatory landscape for telecoms is changing and the sector needs to adapt to new regulation including requirements on Electronic Communications Security Measures (ECSMs) and the Network and Information Security Directive (NIS2). At the same time Vodafone must ensure we comply with extensive regulations already in place for key regulatory inputs and that we are simultaneously striving to influence the best policy outcomes from the regulator and other policy makers including spectrum policy and in areas where we rely on wholesale inputs to deliver the best-in-class mobile and fixed services to our customers. Vodafone now wishes to expand the Regulatory and Public Affairs team and requires the expertise of a senior experienced telecommunications regulatory professional.
The Senior Regulatory Manager (“SRM”) will be a key member of the Regulatory Team and will report directly to the Head of Regulation and Public Affairs. The mainstay of this role will be to lead Vodafone engagement with policymakers, regulators, and wider stakeholder groups to drive effective policy and to ensure Vodafone compliance on new and changing regulatory requirements including ECSMs, NIS2, and Spectrum. The SRM will collaborate closely with other members of the Vodafone Ireland Regulatory and Public Affairs team to drive compliance within a changing industry as we adapt to new models of service delivery for our business and consumer mobile and fixed customers. This includes policy and compliance matters relating key inputs from our wholesale providers of fixed services, on our spectrum resources, in relation to numbering, nuisance communications, Emergency Service requirements and other general requirements specific to the telecoms sector.
The role is multi-faceted in that the SRM will be required to adopt a hands-on lead operational role to deliver on time compliance requirements while also developing and championing clear positions for Vodafone Ireland that seek to influence better sector outcomes across all aspects of regulatory policy. This will require ongoing engagement within the Vodafone organisations across all our Vodafone Ireland business units, within the wider the Vodafone Group Organisation and externally especially with ComReg, our industry groups and government.
Essence of Role – Key Accountabilities:
As part of the role you will need the ability to have an impact across the business by:
1) Ensuring adherence to Security Requirements
• Develop and maintain a detailed understanding of the relevant legislation and legislative framework around Cyber Security and Resilience across all Vodafone services including network, IT, digital and cloud infrastructure.
• Act as the main point of contact and manage delivery of on time quality submissions to ComReg on all matters relating to the ECSMs and NIS2.
• Work closely with key internal experts in Corporate Security to manage ComReg engagement and demand planning into wider organisation including Cyber, IT, Networks, Supply Chain and other teams.
• Lead in the preparation and submission of regulatory data, reports, or submissions in collaboration with all internal Vodafone Ireland and Group teams.
2) Spectrum Policy and Compliance
• Acting as regulatory subject matter expert on Spectrum providing decisive business focused regulatory advice on all spectrum related matters.
• Manage Vodafone Ireland framework for compliance with spectrum licensing, working closely with Networks build, Network operations and legal teams to ensure on time and complete submissions for all licence requirements including coverage, quality of service, mapping information, site and apparatus information, liaison on test and trial applications and other matters.
• Develop and rollout clear policy positions to ensure greater certainty for Vodafone Ireland in future spectrum allocation across existing and future spectrum demand requirements.
• Work closely with internal and group teams to ensure we influence policy makers to drive innovation in the delivery of services to customers by, for example, securing more favourable conditions for allocation of spectrum, pro investment approaches to policy on satellite and on 5G standalone.
3) Lead Policy and Compliance on Regulated inputs
• Engage to improve conditions for Vodafone on Regulated inputs to ensure enhanced delivery of services to our business and retail customers. The particular focus is on delivery of enhanced SLAs and pricing.
• Work with existing Regulatory team to support the business on the developing regulatory landscape supporting the rollout of enhanced customer services while meeting our current obligations around numbering, provision of emergency services, open internet requirements etc.
• Deliver on time regulatory projects around nuisance communications, public alert and other projects as they arise.
4) Advisory Role
• Support our in teams providing solutions to ensure compliance and deliver enhanced services to our customers;
• Translating and communicating complex regulatory concepts and issues into concise, accurate and pragmatic advices to all levels and functions across the business;
• Developing/formulating and adapting/amending existing Regulatory team policies/processes/ and standards to meet changing business needs whilst still effectively managing risk;
• Demonstrating the aptitude and ability to handle a heavy and varied workload and to prioritise according to delivery of value to the business;
• Managing and liaising with external stakeholders including external experts, Industry bodies, Sector regulators and government departments as required.
We Are Looking For You, If You Have:
Essential
• Self-starter mentality, with the ability to work as part of a multi-functional team and manage a significant number of projects without the need for daily supervision.
• Excellent interpersonal and presentation skills. Ability to communicate with impact logical analysis, and commercial legal advice to senior audiences using a variety of communication styles.
• Demonstrate commercial competence and an ability to blend sound commercial / business understanding and acumen with appropriate solutions based regulatory advice.
• A high degree of responsibility/ownership of own projects and advice.
• Ability to demonstrate strong personal initiative and as part of a larger team.
• Efficient time and case management ability essential.
Desirable
• 5 years + experience in a Regulatory Role within the telecoms sector with a solid understanding of the current competition and regulatory environment for the sector.
• Experience of managing the delivery of complex projects through a technology focussed organisation
• A track record of driving change and influencing regulatory authorities at the highest level
• Proven experience of challenging the regulatory status quo and leading change.
• Strong communication/influencing skills
• Proven analytical & stakeholder management skills
• Commercially astute
