Vodafone Digital Network Organisation – Scope Overview: 

 

The DN&OSS team is responsible for the provision of OSS and Digital Network strategy, design and engineering services for Vodafone’s European Markets and International Network’s.  Within the DN&OSS organisation our Digital Network team is responsible for driving the Digital Transformation of Vodafone Networks.  The team designs, builds and deploys an exciting range of AI, Advanced Analytics and Automation products, designed to improve decision making, efficiency, accuracy, and productivity of our Network teams.  The scope of our product suite spans the full Network lifecycle across planning, deployment, optimisation and operations.  Our products are built and deployed on top of Vodafone’s strategic Google Cloud Platform where we have integrated and unified Network and OSS data sources into a rich data ocean, that provides our product and development teams with a treasure trove of data necessary to enable our products.  Alongside our product development responsibility, the Digital Network team also provides extensive data engineering, quality management services and acts as the custodian / gatekeeper for all Network data sources integrated to the Google Cloud Platform. 

 

Role Purpose & Description:  

 

The Network Data Platform and Data Management, manager position is a key strategic role in the Digital Network organisation and sits in the first line of the Digital Network Engineering organisation.  The role is multi-dimensional and is a high impact, mission critical position with respect to the execution of the Network Digital Transformation. 
   
-    Management of a team of 25 FTEs split into the following sub-functions:  Network Data Platform (GCP) engineering, Network Cloud FinOps, Network Data Management & Governance.  

-    Providing the following services:  Data platform strategy, architecture and engineering, data management/governance, data sourcing, data monitoring and Cloud FinOps services for all of Vodafone European Markets and International Networks

-    The organisational and financial impact of this role is extremely high.  The Network Data platform is critical to sustaining and delivering the onward Digital Network Transformation plan.  To date the programme has delivered in excess of €400m of benefit.  Any failure to sustain the Network Data Platform will put the delivered and onward programme benefits at risk. 

Key Accountabilities:
-    Definition of the Network Data Platform strategy, including – Data platform architecture, data mesh, data product catalogue, data movement pipelines, data monitoring/orchestration and the definition of data management governance, ownership and policies and standards for all European Network Teams.  

-    Lead from the front as a hands-on subject matter expert, architecting and crafting scalable solutions, and driving data excellence across the organization

-    Provide collaborative leadership to build out the AI function, MLEs, MLOps and Analytics . and Define best AI/ML driven practices and AI lifecycle

-    Data and Cloud Engineering – Evolution of the Network Data Platform inline with the latest data engineering best practices (E.g. Data Mesh), delivery of new data sources and data products required to enable all Digital Network application development, maintenance of the 400+ NW data sources already integrated to the Network Data Platform and the delivery and evolution of data pipeline / movement technologies.  

-    Cloud FinOps – financial control of all Network Cloud Opex budgets (Market and Central) equating to >5m OPEX spend per/annum.  Continuous review of Network Cloud based solutions to identify opportunities to optimise the solutions and reduce cloud OPEX spend.  

-    Data Management & Governance – All European Markets and International Networks.  Define and oversee all Network data management governance, policies and data ownership frameworks.  Ensuring very high level of data quality necessary for all Digital Network automation, AI and Advanced Analytics solutions to correctly function

-    People Management & Tech 2025 – Develop the inhouse team of Data, Cloud Engineers, Data Management and Cloud FinOps specialists.  Including the onward evolution of the teams skill set, retention of high-demand talent and sustainment of the teams ability to build >50% of our Digital Network solutions in house inline with the Tech2025 guidance 

-    Budget Management – full accountability for the management of the Network Cloud and Data Management Capex and Opex budget (on average >€8m of budget p/a) 

-    Senior Stakeholder Management – Updates to the Network SLT and CNO community on all aspects of the Network Data Platform strategy and evolution

•    [A] Digital Network Transformation Enablement – enablement of all Network data sources and data product required to develop the digital applications that underpin the Network digital transformation (all European markets)  
•    [A] SLT and CNO level stakeholder management – reporting of the NW Data Platform and Data Management progress and evolution
•    [A] Manages the Network interface to the Digital & IT Group Big Data (Neuron) and Analytics and Delivery Services teams 

Who you are

Core competencies, knowledge and experience:

 

  • Experience with Data architecture and Data Management or with Data Governance
  • Deep knowledge of Cloud computing, preferable Google Cloud Platform (particular focus on GCS, Big Query, Composer, Dataflow, Pub/Sub, Dataproc, Data Catalogue, Kubernetes Engine). Knowledge of other providers such as AWS or Azure beneficial. 
  • Experience in managing large-scale distributed multi-national and multi-tenancy batch and streaming based Cloud and Big Data environments and solutions.
  • Must be competent in leading teams and projects with Agile and SAFE methodologies and drive lean delivery processes.
  • Expert understanding of big data eco systems and tools like Hadoop, Spark, Airflow, NiFi, Kafka, data formats, etc.
  • Strong background in telecommunication networks and its related data sources, its strengths, weaknesses, semantics, and formats.
     

Must have technical / professional qualifications: 

  • 5+ years of technical leadership experience within data or platform engineering domains ideally over a Cloud computing/Big Data environment. 
  • 7+ years of experience in working with Big Data ecosystem technologies. 
  • Minimum Bachelor’s Degree in Computer Science, Electronic Engineering, or similar field of study.
  • Deep knowledge of Cloud computing, preferable Google Cloud Platform (particular focus on GCS, Big Query, Composer, Dataflow, Pub/Sub, Dataproc, Data Catalogue, Kubernetes Engine).
  • Google Cloud certification mandatory (at minimum Cloud Digital Leader required. Associate Cloud Engineer or Professional Cloud Architect or Professional Data Engineer desirable
