What you’ll do

  • Lead and oversee all legal and regulatory work relating to electronic communications, including sector‑specific regulation, licensing, spectrum, wholesale access, and market analyses;
  • Manage a team of lawyers, ensuring efficient allocation of cases, performance oversight, development, and coaching;
  • Direct and coordinate Vodafone’s strategy in regulatory or competition litigation, including appeals of regulatory decisions, competition investigations, and judicial proceedings;
  • Provide authoritative legal advice on complex regulatory frameworks, competition law risks, and compliance obligations, ensuring legally sound and business‑aligned recommendations;
  • Lead and oversee legal support on financial regulatory matters relevant to Vodafone’s products and services, including assessing regulatory impacts on product development and innovation, and ensuring that products and services are designed, launched, and operated in compliance with applicable financial regulatory requirements. This includes close collaboration with product, commercial, and innovation teams to proactively identify financial regulatory risks and enable compliant product development;
  • Oversee the preparation, review, and negotiation of legal submissions, regulatory responses, contracts, and legal opinions related to the telecom sector;
  • Represent Vodafone in interactions with regulators, competition authorities, courts, external counsel, and industry bodies;
  • Monitor regulatory and legislative developments at national and EU level and anticipate impacts on Vodafone’s business;
  • Ensure adherence to internal governance frameworks and lead continuous improvement initiatives within the legal function;
  • Act as a strategic advisor to senior leadership on regulatory risk, litigation strategy, and competition matters.

Who you are

  • Law degree (LL.B. or equivalent);
  • 7+ years of experience in Regulatory, Competition, or Telecommunications Law, preferably within highly regulated sectors;
  • Strong knowledge of Portuguese and EU regulatory frameworks applicable to electronic communications, including ANACOM and EU Commission oversight;
  • Demonstrated experience managing regulatory or competition litigation;
  • Proven ability to lead teams of lawyers and manage complex portfolios and strong leadership skills;
  • Strong analytical, strategic thinking, and legal interpretation skills;
  • Excellent communication and stakeholder‑management skills, including at executive level. Experience in telecoms, technology, or other regulated sectors;
  • Track record of managing high‑stakes regulatory disputes or competition investigations;
  • Ability to manage multiple priorities autonomously;
  • Exposure to emerging technologies and their regulatory implications (AI, cybersecurity, digital platforms);
  • Fluency in Portuguese and English.
