What You’ll Do

 

Reporting to the Radio Planning, Coverage & Capacity Senior Manager, this role holds end-to-end change management ownership of the Nation Network Sites (NNS) plan across MORAN West, East and Unwind, encompassing site upgrades, integrations and decommissioning activities. The role is accountable for ensuring the NNS plan delivers against CMA commitments, regulatory obligations, Best Network objectives and broader business priorities, while supporting OPEX efficiencies through structured site rationalisation.

 

Working in close alignment with RAN Design, Planning & Optimisation and Deployment functions, the role ensures all radio planning activities required for NNS delivery—such as site nominations, design validation and drawing approvals—are completed to schedule and quality standards. It provides clear articulation of NNS phases, milestones and timelines to Business stakeholders, enabling effective network monetisation and investment planning.

 

The position manages RAN service suppliers, third-party vendors and VMO2 interfaces to ensure all planning and delivery obligations are met, working in conjunction with Beacon governance, contract management and planning teams. It also oversees any required MBNL processes necessary to facilitate compliant and timely execution of the NNS programme.

 

In addition, the role defines and delivers the NTQ replacement plan and is responsible for all CMA and Monitoring Trustee reporting related to site delivery. Through the creation of robust radio planning analysis processes, the role provides structured insight to support programme governance, regulatory compliance, and strategic network evolution decisions.

  • Ownership of the Nation Network Sites plan, i.e. site upgrade, integration and decommissioning plans, for MORAN West, East and Unwind to deliver the CMA network commitments, Best Network objectives,
  • Regulatory requirements, and business objectives. 
  • Responsible for explaining the NNS plan phases and timeline to all Business functions to enable network monetization.
  • Ensure delivery of all the radio planning activities (e.g. nominations, drawings approval, etc.) required for the delivery of the Nation Network Sites Plan, with effective management of the RAN service suppliers.
  • Manage third party suppliers and vendors ensuring all aspects of the NNS deliverables are achieved
  • Manage, track and ensure the delivery of NNS by VMO2, working closely with the Beacon governance, contract management and planning functions. 
  • Manage any MBNL process required for the delivery of NNS. 
  • Define and deliver the NTQ replacement plan.
  • Responsible for delivering all the site reporting required by the CMA/Monitoring Trustees.
  • Create processes to deliver radio planning analysis as required for the business.

 

 

 

Who You Are 

 

  • Extensive experience and deep knowledge in Radio Planning for Mobile Networks, Coverage, Capacity and Performance management for 2G, 4G and 5G.
  • Extensive experience and deep knowledge in RF propagation, Radio Planning and Optimisation.
  • Extensive experience in Vendor and Partner management.
  • Extensive experience in budget management.
  • Extensive experience in leading vendors, service providers and partners in delivering business outcomes in a complex environment consisting of multiple vendors and contracts. 
  • Extensive experience of building relationships across teams and partners.
