Role Purpose
The Enterprise Capital Governance Lead is the strategic authority for CAPEX investment at VodafoneThree, accountable for ensuring over £1bn of capital is managed with clarity, discipline, and transparency. You will provide enterprise-wide oversight to maximise the value of investment, improve forecasting, enhance spend visibility, and enable confident, informed decisions at every decision point.
Reporting to the Senior Manager, Enterprise Delivery Framework, you will define and evolve a best-in-class capital governance framework that aligns investments to strategy, strengthens executive oversight, and embeds robust benefits tracking from approval through to value realisation.
We are looking for a pragmatic leader who can establish rigorous, intuitive governance that speeds up decision-making, ensures investments are justified with clear rationale, and reduces the operational overhead of preparing for boards and decision gates. Operating enterprise-wide, you will act as the senior investment assurance partner to Programme Boards, Portfolio Leads, and Executive stakeholders — challenging assumptions, enforcing controls, and ensuring every pound of capital drives maximum business value.
This is a high-impact leadership role requiring strategic vision, enterprise influence, and operational excellence in managing capital investment.
What you’ll do
Enterprise Capital Governance & Control
- Own and evolve the capital governance framework, ensuring clear guardrails and decision points.
- Ensure CAPEX spend is planned, justified, and aligned with strategic priorities.
- Lead governance forums and executive reviews to drive disciplined, transparent decisions.
Maximise Value & Benefits Realisation
- Embed enterprise-wide benefits tracking to ensure measurable, time-bound value.
- Monitor delivery, challenge underperformance, and optimise capital allocation.
- Provide insight to improve forecasting accuracy and portfolio visibility.
Governance Simplification & Continuous Improvement
- Simplify and standardise governance processes while maintaining strong controls.
- Enhance transparency,reporting quality, and decision-making insight.
Who you are
- Strategic Investment Leader – Experienced in governing large-scale CAPEX portfolios (£500m+), with a track record of aligning investment to enterprise strategy.
- Value Maximiser – Skilled in embedding benefits tracking and ensuring every investment delivers measurable business impact.
- Governance Simplifier – Able to streamline processes without compromising control, clarity, or transparency.
- Executive Influencer – Credible and confident in challenging senior stakeholders and shaping investment decisions at board level.
- Commercially Astute – Translates strategic priorities into disciplined capital allocation and optimised value realisation.
- Extensive experience managing or governing large-scale CAPEX portfolios (ideally £500m+ environments).
- Strong background in investment governance, financial controls, and benefits realisation frameworks.
- Demonstrated ability to influence senior stakeholders and operate credibly at Executive and Board-facing levels.
- Proven experience simplifying and strengthening governance processes.
- Strong commercial acumen, with ability to interrogate business cases and financial assumptions.
- Experience in transformation or merger environments is highly desirable.
- Exceptional communication skills, able to translate complex financial and governance data into clear executive insight.
