Location: Newbury + Hybrid
Salary: Excellent basic salary plus bonus and Vodafone benefits
Working Hours: Full time 37.5 hours per week – Monday to Friday
Security Clearance: This position requires you to hold or the ability and willingness to obtain a UK Standard Vetting (SC) clearance.

What you’ll do
As part of the Government Security team, you will be key to developing, contributing and leading on the mission of protecting our employees, customers and business and supporting the development of the department strategy in line with the UK goals and VodafoneThree Spirit.
Within the Government Security function, the Senior Project Manager is a people leader with accountability for delivery outcomes, leadership capability, and decision making across a complex, high risk portfolio of security sensitive programmes.
The role operates with a high degree of autonomy and authority, setting direction for delivery teams, shaping delivery strategy, and acting as an escalation and decision point for complex issues involving security, compliance, cost, and external scrutiny. The role is expected to exercise sound judgement, strong leadership presence, and decisive action in ambiguous and changing environments.
- Provide senior leadership and strategic direction to project and delivery leads, building a high performing, resilient delivery leadership community.
- Hold end to end accountability for a portfolio of complex, security critical programmes, ensuring successful outcomes against business, regulatory, and reputational requirements.
- Act as a senior decision maker, balancing security, compliance, cost, pace, and customer impact in environments of ambiguity and competing priorities.
- Define and operate robust governance, assurance, and control frameworks agreed with VodafoneThree and HMG, maintaining clear visibility of risks, dependencies, and performance
- Own portfolio level financial and commercial management, ensuring strong cost control, accurate forecasting, and value for money across supplier and partner engagements.
- Build and maintain trusted senior relationships across internal executives, government, and law enforcement stakeholders, acting as a key escalation point when required.
- Provide senior oversight of risk, change, and regulatory compliance, ensuring delivery aligns with UK legislation and security assurance standards prior to service introduction.
Who you are
- Proven senior people leader with experience leading Project Managers and delivery professionals in complex, regulated environments.
- Extensive experience delivering high risk, high profile programmes or portfolios, with strong governance, assurance, and recovery capability.
- Confident senior decision maker with the judgement to take and stand by difficult decisions in ambiguous and fast changing situations.
- Ability to simplify complexity, articulate clear options, and influence senior leaders and external stakeholders with credibility and authority.
- Experience operating in security cleared environments, with strong understanding of legislative and compliance obligations (or ability to rapidly develop this expertise); SC clearance required.
- Industry recognised project or programme management qualification (e.g. PRINCE2, MSP, MoP, MoR) or equivalent senior experience.
