Public Policy Manager
Role purpose:
To lead and coordinate Vodacom DRC’s public policy strategy and engagement with government institutions, regulators, international bodies, and civil society to shape policies and regulations that support the company’s business objectives. The role ensures proactive monitoring and influence on legislation and policy developments affecting the telecommunications and digital sectors in the DRC.
Key accountabilities:
• Policy Analysis & Advocacy:
Analyze emerging public policy, regulatory and legislative issues. Draft position papers, policy briefs, and recommendations to promote Vodacom’s interests.
• Stakeholder Engagement:
Build and maintain strong relationships with key government ministries, parliamentary bodies, regulatory authorities, NGOs, and international institutions.
• Representation:
Represent Vodacom DRC in public policy forums, industry associations (e.g., GSMA, FEC), and working groups, ensuring the company’s voice is heard in sectoral dialogues.
• Strategic Advisory:
Advise internal stakeholders (legal, regulatory, commercial, ESG, etc.) on public policy developments and potential implications for Vodacom’s strategy and operations.
• Cross-Functional Collaboration:
Work closely with the Regulatory, Legal, Corporate Affairs, and ESG teams to align public policy positions and drive integrated advocacy efforts.
• Monitoring & Reporting:
Monitor national and regional legislative developments, produce risk assessments, and prepare reports for senior leadership and Group Public Policy team.
• Project Support:
Support initiatives related to digital inclusion, mobile financial services regulation, data privacy, taxation, cybersecurity, and infrastructure development.
Required Skills & Qualifications:
• Master’s degree in law, Political Science, Public Policy, International Relations, or a related field
• Minimum of 5–7 years’ experience in public policy, government affairs, or regulatory relations (telecoms experience preferred)
• Strong understanding of the DRC’s political, regulatory, and economic environment
• Excellent communication and negotiation skills in French and English (Lingala is a plus)
• Proven experience in stakeholder management and policy advocacy
• Strong analytical, research, and drafting skills
• Team player with high levels of integrity and discretion
