Job Overview

The Specialist Integrity & Performances (Prepaid Services) is responsible for ensuring the accuracy, compliance, and integrity of the billing processes within BIT. This role plays a crucial part in validating that customers are billed correctly, and it involves monitoring, auditing, and troubleshooting the billing systems.

In summary, the Specialist Integrity & Performances (Prepaid Services) is responsible for maintaining and improving billing accuracy, compliance, and revenue assurance within the telecom billing ecosystem. This individual will conduct detailed analyses, identify discrepancies, and work closely with cross-functional teams to resolve issues that impact billing processes and revenue.

Work Conditions

  • Responsibilities related to this position require that the candidate be resident in Kinshasa, the DR of CONGO.
  • This position requires a candidate to be disciplined, capable of engaging with both peers IT and Managers and Vodacom DRC leaders to secure support in the integrity assurance of BIT transactions.
  • The candidate must be willing to work long hours in general and specifically when handling P1 or P2 incidents to provide impact report analysis towards stakeholders about how the incident is being dealt with until closure.
  • The role suggests that for some critical tasks, to the extent that it is reasonably acceptable, the Billing Integrity & Performance Monitoring Specialist will be subjected to work until task completion as opposed official work start and end time. The compensation for such break hours will be made in accordance with the Billing Administration & Technology Assurance

Experience

  • Experience in telecom billing, revenue assurance, or financial analysis is highly preferred.
  • Proficiency in data analysis tools, such as good level in running PL/SQL program and applications development.
  • Hands on knowledges in coding using PHP, Python or other programming language is a plus
  • Strong attention to detail and problem-solving skills.
  • Familiarity with telecom billing systems
  • Experience in auditing, financial analysis, or compliance within the telecom industry.
  • Understanding of regulatory requirements specific to telecom billing, such as taxation and data privacy.
  • Excellent communication and collaboration skills to work with cross-functional teams.
  • Knowledge of telecom billing standards, billing cycles, and regulatory compliance.

Responsibilities Overview

Specialist Integrity & Performances (Prepaid Services) will be responsible of the following functions within the Billing and IT department:

2.1.    Billing Integrity & Assurance Day to Day Activities

  •  Evidence of report production and issue resolution tracking
  •  Online Dashboards showing highlight/Lowlight event with visual alerting markers.

2.1.1.    Billing Integrity Day to Day Key Indicators Monitoring:

 

  •  Billing Data (KPIs, KGS, Tariffs…) daily analysis
  • Billing Transactions (Recharges, bundles allocations, service provisioning…) daily integrity assurance
  • Subscribers Databases Daily Integrity Assurance (regen)

2.1.2.    Tariff Integrity Assurance

  •  Automated recon & monitoring tools and alerts to ensure that all existing tariffs and bundle are in conformity with duly approved Vodacom Tariff Documents.
  •  Automated recon & monitoring tools and alerts to ensure that all existing bundle volume are in conformity with duly approved Vodacom Tariff Documents.

2.1.3.    Postpaid Bill Runs Integrity Assurance

  •  Implementation of automated recon & monitoring tools to ensure completeness and integrity of postpaid bill run activities (Missing calls, Roaming traffics, ghost numbers, fixed product not billed …)
  •   Integrity Assurance of billing data posted into financial system.
  • Integrity Assurance of billing data and invoices delivered to customers.


2.1.4.    Integrity Assurance of billing transactions across different billing platforms

  • Billing Integrity Assurance of transactions running across various billing platform: Converged Billing Platform, Mobile Money Platform, Charging Gateway, CVM ….

2.1.5.    Integrity Assurance of billing transactions with external parties

  •  Recon of various transactions between different billing platforms and banks/Others Financial Partners
  • Recon of various transactions between different billing platforms and VAS partners


2.1.6.    Billing Integrity Support for new product

  •   Work closely with NPD & PMO team to ensure that all new products/features are covered by an Integrity Assurance Report
  •   Support in providing Integrity validation reports prior the rollout of a new billing platform, products, and features.

2.1.7.    Incident Impact Analyze and support for Remediation.

  • Evaluate incident’s impact on customers, revenues, and services.
  • Provide CDRs insight during incident troubleshooting
  • Support in providing corrective data after the closure of incident.

2.1.8.    Billing IT Financial Monthly Figures Integrity Validations.

  •   Trend Analysis
  • Completeness of the reports
  • Timely deliveries:

  • PORI Reports
  • Regulatory KPIs Report

2.1.9.    SIM Cards Data Generation Validation

  •   SIM Cards Data transfer to the Supplier validation (Right data, No duplication …)

  • CRM vs HLR
  • CRM vs Billing DB

2.3.    Billing Accuracy & Compliance

  • Review, audit, and monitor billing data and transactions to ensure accuracy and compliance with internal standards and external regulations.
  •  Validate charges, tariffs, promotions, and discounts applied to customer accounts.
  • Ensure alignment with contractual terms, regulatory requirements, and company policies.

2.4.    Revenue Assurance for BIT activities

  •  Identify revenue leakage points and implement strategies to minimize loss.
  •  Track billing anomalies, usage data, and trends to proactively address potential revenue loss.
  • Collaborate with Finance and Revenue assurance teams to validate financial impacts of billing issues.

2.5.    Data Analysis & Reporting

  • Perform regular audits of billing system data and provide comprehensive reports on findings.
  • Analyze billing data for accuracy and consistency, using automated tools
  • Report and document billing discrepancies and follow up on their resolution.

2.6.    Troubleshooting & Issue Resolution

  •  Investigate billing errors and anomalies, determine root causes, and collaborate with IT and technical teams to resolve them.
  • Develop and implement corrective actions and preventative measures to improve billing integrity.
  •  Escalate unresolved issues and coordinate with relevant departments to ensure timely resolution.

2.7.    Process Improvement

  •  Identify and implement best practices in billing processes to enhance accuracy and efficiency.
  •  Provide input on system enhancements, data accuracy improvements, and process optimization.
  •   Work with the billing systems team to implement changes to software or processes to reduce errors.

2.8.    Stakeholder Collaboration

  •   Liaise with customer support, finance, IT, and legal teams to address customer billing inquiries and ensure transparent communication.
  •  Conduct training and provide guidance to other teams on billing practices, error resolution, and data integrity.


2.9.    ITIL Based Service Management: Incident and Problem Management

  •  Report on the incident with inputs from initial analysis, symptoms
  • Immediate classification of the incident as per the contractual SLA where applicable
  •  Engage peers within BIT for where applicable (Infrastructure, other SO).
  • Measure impact on internal users / customers / Subscribers and proffer quick workaround to keep the service running until final remediation of the incident.
  • Responsible for validating root cause analysis report and materializing Vodacom contractual benefits in case of underperformances by the provider.
  • Accountable for documenting evidence of Incidents management and reporting
