Role purpose:


The Senior Specialist – Compliance Officer is responsible for supporting the design, implementation and continuous enhancement of Vodacom Mozambique’s Ethics and Compliance framework, ensuring adherence to applicable laws, regulations, licence conditions, internal policies and Vodacom/Vodafone standards.

The role ensures the effective embedding of compliance requirements across all business units, supports regulatory interpretation and engagement, maintains the Regulatory Universe and Compliance Risk Management Plan (CRMP), and provides structured compliance monitoring, assurance and governance reporting to senior management and Group stakeholders.

 

Key Accountabilities:

 

  • Support the development, review and localisation of compliance and ethics policies, procedures and standards;
  • Ensure effective embedding of policies across business units through guidance, awareness and training;
  • Monitor policy implementation and identify gaps requiring remediation or additional controls;
  • Provide accurate and timely regulatory and compliance advice to business units;
  • Interpret new and existing laws, regulations, licence conditions and regulatory guidelines, and assess their impact on company operations;
  • Support engagement with regulators and authorities, including preparation of responses, submissions and supporting evidence;
  • Develop, maintain and continuously update the Regulatory Universe, ensuring completeness, accuracy and relevance;
  • Lead and maintain compliance inputs into the Compliance Risk Management Plan (CRMP);
  •  Ensure compliance risks are clearly identified, assessed, documented, monitored and mitigated;
  • Provide compliance‑related support to business initiatives, products and projects;
  • Support compliance assessments of new initiatives, material changes and operational activities;
  •  Escalate complex, high‑risk or ambiguous regulatory matters to senior Legal resources where required


What we are looking in you:

 

  • Bachelor’s degree in Law, Compliance, Risk, Governance, Business Administration or a related field;
  • 3+ years’ experience in compliance, regulatory, legal or governance roles;
  • Experience in telecommunications or other highly regulated environments is an advantage;
  • Professional certifications in Compliance, Risk or Governance are advantageous;
  • Effectiveness of compliance framework implementation;
  • Accuracy and completeness of the Regulatory Universe;
  • Quality and timeliness of regulatory and compliance advice;
  • Execution of compliance monitoring activities;
  • Timely closure of compliance findings and remediation actions;
  • Quality and timeliness of governance and EXCO reporting
