Role Purpose/Business Unit:
The People Capability Manager is responsible for managing the design, implementation, and evaluation of learning and development/capability across the stream. This role ensures that training initiatives align with business goals, enhance employee skills, and promote a culture of continuous improvement. The People Capability Manager leads a team of Capability(L&D) professionals, collaborates with department heads, and utilizes advanced learning technologies to deliver high impact training solutions. This role is critical to driving the people capability strategy of Vodacom, ensuring that employees are equipped with the skills and knowledge needed to achieve business success and foster a culture of continuous learning. The role also involves accountability for owning and championing a designated skill across the organisation, optimising supplier relationships and integrating innovative learning solutions to deliver exceptional, sustainable outcomes that elevate the overall organisational capability
Your responsibilities will include:
Strategy Alignment
- Develop and execute a comprehensive capability strategy that supports the organisation's objectives and enhances employee performance across the business stream.
- Lead the development and implementation of a forward-thinking Capability strategy that ensures the workforce is future proofed against evolving industry trends, emerging technologies, and business needs.
- Collaborate with key stakeholders to identify capability gaps forecast future skill needs, and design initiatives that drive continuous workforce development.
- Own decisions related to the design and prioritisation of capability building initiatives investment in learning technologies and the selection of frameworks that support the organisations capability strategy.
- Accountable for the roll out of agreed programs, aligned to WSP and BBBEE score card within the budget allocated for training.
Talent Management
- Collaborate with HR and senior leadership teams to identify talent gaps and implement programs to build critical skills and competencies across the stream and organisation as per the identified skill.
- Partner with people leaders to create individualised development plans and support succession planning initiatives for critical roles across the stream.

Ownership of Core Skill Development
- Take ownership of a designated core skill across the organisation, developing and implementing programs to enhance proficiency at all relevant levels.
- Serve as a subject matter expert for the skills, ensuring that learning resources and development align with current best practises and organisational standards.
- Ensure that the identified skills priorities for the organisation are assessed and when necessary, implemented in the business stream to the incumbent of the role.
Supplier and Supply Chain Management
- Identify, engage and manage relationships with external learning and development suppliers to ensure high-quality, cost-effective training resources.
- Together with supply chain, negotiate and collaborate contracts with suppliers and manage compliance with service level agreements to ensure timeous delivery of learning materials and resources.
- Collaborate with procurement team to manage budgets for external training providers, optimizing spend and assessing supplier performance regularly.
- Maintain a consistent supply of relevant learning resources, ensuring materials align with organisational goals and support ongoing capability and talent development.
Leadership and Stakeholder Management
- Lead, coach, mentor, and develop a team of Capability(L&D) professionals, ensuring high performance and continuous professional growth.
- Partner with leaders and departments to identify capability and talent development needs and develop tailored learning solutions.
- Build and maintain strong relationships with stakeholders, securing buy-in for capability development and promoting a culture of continuous learning.
- Function as a key advisor to executives on development strategies and initiatives.
People Capability (Learning and Development)Expertise
- Manage the design, development, and delivery of a diverse range of training programs, including leadership development, technical skills training, compliance, and onboarding.
- Design and manage development programs that incorporate best practises in development including instructional design and blended learning techniques.
- Use a variety of learning method (e.g., classroom training, e-learning, blended learning).
Drive a culture of continuous improvement by regularly assessing and refining Capability(L&D) programs based on feedback and changing business needs. - Encourage innovation in training methods and content delivery.
Project Management and Operations
- Lead the planning, implementation, and evaluation of capability-building projects, ensuring that it is completed timeously and within the allocated budget across the stream.
- Manage the assigned Capability budget, ensuring efficient use of resources and alignment with financial goals across the stream.
- Manage change associated with new learning programs, addressing resistance, and supporting a smooth transition across the stream
The ideal candidate for this role will have:
Matric/Grade 12 qualification
Three (3) year degree or diploma in Human Resources, Education, Organisational Development, or a relevant field or equivalent Experience
Minimum of 5-8 years of experience in learning and development, with at least 1-2 years in a managerial or leadership role
Must have technical / professional qualifications:
Deep understanding of the specific industry or sector in which the organization operates is advantageous.
Training Program Effectiveness: Measured by participant feedback, knowledge retention, and application of skills.
Business Impact
Improvement in key business performance metrics because of training initiatives.
Employee Development
Levels of employee engagement, participation in training programs, and career progression.
Budget Adherence
Effective management of the Capability (L&D) budget within allocated resources.
