Manager Charging and Recharge Systems
Role prupose
The Manager Charging and Recharge Services will be responsible of the following functions within the Billing and IT department:
Key responsibilities
1. Key Job Duties
In this role the candidate is the owner of the Charging and Recharge Systems and therefore has to manage:
• Provide Technical Leadership of all new Charging and Recharge related activities/projects.
• Provide Day to Day Operational management of Charging and Recharge Services
• Closely work with systems owners, with Oracle Database DBA and together support Production SOA Systems
• Closely work with developers of new functionalities/features and help them for their integrations northbound/southbound as well as help them with resolve the day to day issues and Deploy code to PROD and Non Prod instances.
• Provide Technical Leadership in delivering commercial roadmap.
• Provide Technical Leadership in delivering all projects (swap outs, new features, upgrades, etc)
• Troubleshoot and own ALL Charging and Recharge related issues.
• Ensure that all systems are up to date with all Cyber Security Requirements
• Manage routine Application backup procedures and disaster recovery procedures.
• Performance management tools to facilitate fine-tunning and sizing of system performance configurations items for the appropriate applications
• Develops standards and tuning metrics and alert thresholds
• Ensures the requirements of target environments Northbound/Southbound are fully met before integration of new applications and functionalities
• To provide a leading role in all aspects of the design and development life cycles playing the role of team leader and mentor within the Charging and Recharge team
• Act as a coordinator by interfacing with other teams and vendors, including application, network, storage, systems admin, load balancer, firewall, and security teams
• Responsible for the blueprints, workbooks & specifications of projects or programs, where required
• Maintain an in depth and up to date product knowledge in the middleware products and solutions area
• Manage Resilience for the Charging and Recharge Systems
2. Operational Roles and Responsibilities
• Manage a team of permanent staff and contractors supporting the system on a 24x7 support model.
• Attain, improve, and report operational KPIs and SLAs on the Middleware and VAS applications
• Operationally own Capacity, Performance, and Release Management of Storage and Backup infrastructure
• Review and update documentation, operating plans, maintenance plans, and approve Change tickets
3. SPECIFICS Critical Verticals within the team and Horizontals within BIT
3.1. IT Service Management
• IT Assets Discovery, authentication and Inventory,
• Incident and Problems management as per the policy, Change, Configuration and Release management as per the policy
3.2. Cybersecurity and GDPR
• Users Access Management, Privileged Users Access Management, Cybersecurity and GDPR by design, Assets obsolescence management and Vulnerabilities and Compliance Management.
Qualifications & Experience
• Bachelor's degree in Computer Science, Electrical Engineering or a related field
• 5 years of Experience in managing similar roles / Jobs as described above
• Proven ability to solve problems creatively
• Willingness to work very long hours when necessary.
• Extreme attention to details
• Excellent analytical skills
• Strong interpersonal skills, Energetic, Resourceful
High Level Key Requirements for the role
• Candidate Availability:
• Responsibilities related to this position require that the candidate be resident in Kinshasa, the DR of CONGO.
• This position requires a candidate that is self-motivated, most passionate about running BIT day-to-day Operations that sustainably deliver world class services aligned to requirements as outlined in this Job advertisement.
• The candidate must be unfailingly available and reasonably prepared to work for long hours and ready to take challenges that are of strategic dimensions for Vodacom DRC for the next three years until most operations become business as usual type.
Preferred Candidate Profile:
Charging Related
- The preferred candidate must demonstrate to have sound knowledge, attitude and commitment required for charging systems.
The candidate must also demonstrate sound knowledge of the technologies listed here below and further must have solid experience and/or capabilities in managing the infrastructure and Mission Critical Systems
• In depth understanding of Charging principles and protocols.
• In depth understanding of the telecommunication business.
• Infrastructure knowledge.
• Basic Understanding of the Core Network.
• Functional level knowledge of LINUX/Unix Shell Scripting including vi and file management commands
• Must have extensive knowledge of in RDBMS.
Recharge Related
– The preferred candidate must also demonstrate to have capabilities for managing:
• Recharge systems and general understanding of the business around recharges
- The preferred candidate must demonstrate a combination of proven technical, people, and leadership in ensuring high system uptime, optimal resource utilization, collaboration with peer managers in charge of telco applications, and effect continuous improvement.
